Description:

This nursing supervisor position, Personal Health Services Supervisor (PHSS), is responsible for the day-to-day management and operations of the Tuberculosis (TB) clinic. This position has overall responsibility for supervision of the clinical staff and for the development and implementation of services provided by the TB clinic. This PHSS reports to and works collaboratively with the Health Services Administration and the TB Disease Control Officer (DCO).

Examples of Duties:

  • Ensure efficient and effective service delivery.
  • In collaboration with the Health Services Administrator and DCO, ensure the development, implementation and updating of standing orders, clinical guidelines and quality assurance/improvement systems
  • Ensure staff development, mentor and coach staff to ensure quality work performance that meets productivity standards.
  • Oversee and review the delivery of pharmacy, x-ray and laboratory services to ensure efficiency.
  • Coordinate services with the Refugee project; public health department clinics and programs; Harborview and community partners.
  • Collaborate with the leadership management team to development the program’s business plans and work plans. Ensure plans are implemented and monitored. Prioritize the unit's goals and objectives.
  • Oversee the use of computerized data systems and the reporting from those systems.
  • Participate in appropriate community collaborations to help ensure that King County is meeting national guidelines for the control and prevention of TB.
  • Participate in Public Health emergency/disaster preparedness and safety training.
  • Oversee, support and carry out recruitment, hiring, orienting and training of all supervised staff.
  • Supervise, train , mentor and coach staff to support staff development and work productivity.
  • Ensure adherence to County, Departmental and Division personnel policies, procedures and practices. In collaboration with the Health Services Administrator, Human Resources and the Nursing office, address personnel issues in a timely, consistent manner.

Qualifications:

Washington State license as a Registered Nurse in good standing. BSN degree from a school of nursing accredited by the National League of Nursing or the equivalent.

Advanced training in nursing administration or public health, or comparable experience.

Demonstrated skills in TB clinical nursing practices; case management practices; public health practices and principles; infectious disease management, control and safety standards; laws regarding nursing and other health-care disciplines; occupational health and safety hazards and epidemiology; and quality assurance/quality control (QA/QC) standards.

Demonstrated knowledge of nursing practice; healthcare maintenance; and the law regarding the practice of nursing and other health-care disciplines.

Demonstrated knowledge and skill in personnel supervision and management techniques and principles.

Demonstrated knowledge of program development and evaluation techniques and principles.

Demonstrated knowledge of Quality Improvement processes and methods.

Demonstrated knowledge and skill in team building.

Demonstrated excellent communication skills (oral and written).

Demonstrated skill in using a computer and applications; Word, Excel, Outlook, PowerPoint and systems for data analysis and reporting.

Demonstrated knowledge of occupational health, and the handling of hazards and safety principals and practices.

Demonstrated skills with interviewing techniques and principles.

Demonstrated knowledge of budgeting techniques and principles.

Demonstrated skills in leadership, problem-solving, and conflict resolution.

Demonstrated knowledge of analytical, organizational and time management skills.

Demonstrated skills in establishing work priorities and handling a number of projects simultaneously.

Ability to travel in a timely manner to sites not well served by public transportation.

Demonstrated skills with establishing and maintaining working relationships and working with diverse populations, staff and cultures.

Demonstrated knowledge, skills and/or experience with developing, implementing and/or evaluating policies and programs that lead to eliminating health disparities among racial, ethnic and other diverse populations.

Demonstrated knowledge and understanding of the effects of institutional policies and practices that impact the development and retention of a diverse workforce.

Demonstrated skill in facilitating and managing change.

DESIRED QUALIFICATIONS:
  • Recent demonstrated clinical practice skills in an ambulatory care or public health setting.
  • Progressively responsible nursing supervisory experience in ambulatory care or a public health setting.
  • Masters degree in Nursing, Public Health, or closely related field desired.
  • Previous experience managing Public Health clinical programs

Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.

Staff may be required to play an active role in the event of a public health emergency, which may include changes in responsibilities and working hours.
